Synopsis

As the last representatives of the State in the regions and pillars of French administration since Napoleon I, prefects stand on the front line of a particularly difficult mission: reducing territorial inequality and reconciling the State with its citizens. This reconciliation is the driving purpose of Valérie Michel-Moreaux, Prefect of the Vosges, who sees her role as a democratic laboratory—a way to exercise power differently, in a manner that is less top-down and centralized… and more concrete as well.
With exceptional access and a viewpoint from behind the scenes of local power, the film offers a chronicle of a prefect’s life, painting a portrait of both a role and a region. It does not aim to tell or explain everything, but rather to bring out the questions and points of friction that inevitably arise in the exercise of her authority, and in the sometimes abyssal distance between decisions made in Paris and the reality of a rural territory.
